Medicare and Industry Intelligence Analyst serves as a primary conduit for Medicare Part D and industry guidance to support Catamaran’s Medicare Products and Services. The incumbent in this position shall command and cultivate a strong knowledge of CMS regulations and sources of guidance for operationalizing it, breaking it down and implementation of the same. The individual in this position serves as a dynamic change driver and facilitator to ensure guidance is effectively communicated and rolled out within the operation of Catamaran’s PBM and client base. They are the business owner of their assigned regulatory area, and accountable for leading and facilitating the organization to develop business/operating plans for compliance related service components.


Job Requirements

  • Partner with Compliance Officer, Product Managers, Training, Operations Staff, Account Management, etc. to ensure guidance is communicated, interpreted and its implementation effectively operationalized in a manner consistent with requirements and in a fashion that ensures Catamaran and its clients are compliant and free from operational interruptions. Assume accountability and provide sponsorship for ensuring appropriate handshakes and sign-offs occur across the spectrum to facilitate timely and effective implementation of changes.
  • Serve as the organization’s primary expert in interpretation and implementation of CMS guidance across the client base and across the business footprint. 
  • Ensure client communication regarding guidance is clearly and effectively documented, archived, and communicated within defined timeframes and via established forums, channels, formats, and procedures.
  • Lead the organization and engage subject matter experts to develop business/operating plans and policy and procedure updates for compliance related guidance
  • Business owner of assigned regulatory area, and accountable for leading and facilitating the organization to develop business/operating plans for compliance related service components, including deliverables, timelines, processes, documentation, communication and training.
  • Provide input into the Medicare Part D portfolio effort by regularly and in a timely fashion offering guidance interpretation specific to functionality requirements and dates by which such changes must be operational for 3rd party testing and for production. 
  • Serve as a catalyst in identifying strategic efforts for evolving needs in Medicare Part D arena as pertains to Catamaran’s market presence and to implementing Catamaran’s response to guidance and plans regarding trends in the industry. Provide frequent and regular suggestions for industry-leading methods of implementing and marketing new Medicare Part D offerings. 
  • Serve as a resource to the organization and its clients in identifying and/or implementing the appropriate solution to a business or compliance need. Researching regulatory inquiries for internal partners and clients, providing summaries when required
  • Demonstrate a strong working knowledge of the whole of Catamaran’s Medicare Operation —technology and business-- to ensure communication and change facilitation efforts are applicable and tailored to the business and client bases to which they are relevant and that speak to the Medicare Product as an enterprise technology AND service offering. 
  • Adhere to the established policies and procedures of the Company

Knowledge, Skills, and Abilities (including Core Competencies)

  • Thorough knowledge of CMS, industry standards, and evolving trends in Medicare Part D best practices; and effective insight into where strategic opportunities may lie for Catamaran.

  • Ability to make sound judgment calls to ensure progress in face of ambiguity.
  • Functional Microsoft Office skills in Word, Excel and/or Access, Power Point, and Project

Education and Experience

  • Bachelor’s degree required, with preference for a degree in a Business, Information Technology, Pharmacy or Healthcare discipline;
  • Minimum of four years’ experience with pharmacy, PBM or healthcare experience; two years’ experience in Part D dedicated role. 
  • Demonstrated record of CMS guidance interpretation, compliance execution, and successful cross-functional change implementation.
  • Demonstrated involvement in defining Information Technology solutions
  • Demonstrated management of projects and cross-functional teams
  • Certification in Health Care Compliance a plus, but not required
